Abuser names unreleased
On Wednesday, investigator Carr found four kittens and a puppy inside a vehicle. One kitten was dead and another one they said was dying.
"The owner agreed to surrender them at that point and right now it's still an open investigation," said Carr.
The owner may face charges. The three kittens and the puppy are expected to make a full recovery.
