Rachel Sheryl Nail, 21, of Milwaukie was cited Oct. 20 of last year for second-degree animal neglect after her horse, Aurora, was found on a North Plains property in an emaciated, neglected condition. The horse was more than 300 pounds underweight, according to Washington County Animal Services officials, who seized the horse. Nail subsequently gave up custody of Aurora to Animal Services.

Nail was convicted March 6, 2008 in Washington County Circuit Court after a one-day jury trial. Nail was sentenced the same day to a total of five years' probation with conditions, including not possessing any livestock for two years or domestic animals for five years. She was also fined $250 plus fees and court costs.
