After receiving a tip regarding neglected horses, deputies went to the Waddell home of Elizabeth A. Lewis, 42.
Sheriff's detectives found five horses to be underweight and without water at Lewis' home.
Detectives also found 14 cats in a locked room without food or water.
Lewis' landlord told investigators that Lewis had been away from the residence for over a week.
All the animals provided medical care and taken to the MASH Unit to be cared for by jail inmates.
Sheriff's detectives arrested and booked Lewis on 38 counts of Animal Cruelty for failing to provide food and water.
"I am continuing my crack down on animal abuse," says Sheriff Arpaio. "We arrest and book into the jail everyone suspected of animal cruelty, no matter who they might be."
