Guadalupe resident Catalino Sanchez Acejo, 33, was arrested when detectives found six emaciated Pit Bull-mixed puppies in his backyard.
One was tied up by a rusty chain to a stake in the ground without access to food, water, or shelter.
The ribs, hipbones, spines, and shoulder blades were protruding from their bodies.
Deputies took the puppies to an emergency animal clinic for treatment.
Sanchez was booked into the Maricopa County jail on 18 counts of Animal Cruelty/Cruel Neglect.
"I am continuing my crack down on animal abuse," says Sheriff Arpaio. "We arrest and book into the jail everyone suspected of animal cruelty, no matter who they might be."
