Child neglect, animals living in filth
Port St Lucie, FL (US)

Incident Date: Friday, Nov 16, 2007
County: Saint Lucie

Disposition: Not Charged

Person of Interest: Jaileen Lorraine Soliman

Case Updates: 1 update(s) available

A Port St. Lucie mother has been charged with child neglect after police said she was living with her three children in a filthy home with seven cats, a pit bull, a bird and a pot-bellied pig.

A police report said officers found 25-year-old Jaileen Lorraine Soliman hiding with her three children in the back room of her Birkey Avenue home in Port St. Lucie. Police said there was trash and dirty clothing all over the house, with pet feces on the floor and furniture.

The report said the children - ages 10, 7 and 1 - were dirty and one of them had insect bites covering his body. Rob Vega with the Port St. Lucie Police Department said the children are staying with a family member.

"The kids were dirty. Most of them had multiple bite marks on their legs and backs -- probably from the cockroaches or flies. They were in pretty bad shape," Vega said. "I just can't believe that these kids had to live in this environment for so long."

Vega told WPBF News 25 that detectives found seven cats, a pit bull, a bird and a pot-bellied pig inside the home. The animals were taken into the custody of Animal Care and Control.

Authorities told WPBF that they found out about the case after someone called the Department of Children and Families to complain.

Neighbors said that it was pretty obvious from the outside that the home was in poor condition.

"I'm glad this has all come to a head because she's kept that house in shambles for a long time," said neighbor Nicki Valentine.

Soliman was taken into custody and transported to the St. Lucie County Jail. She has been charged with three counts of child neglect and is being held on $7,500 bond. It's not immediately known if she has a lawyer.

Detectives said they are working closely with DCF officials to determine if any additional charges will be filed.

Case Updates

A 25-year-old mother of three whom investigators say was living with filth with her children in a Port St. Lucie house - amid animal feces, trash and a potbellied pig - pleaded no contest on Feb 7, 2008 to charges of child neglect.

Jaileen Lorraine Soliman was arrested in November after Port St. Lucie police officers said they followed-up on a tip given to child protection investigators that children, ages 10,7, and 1, were living in filthy conditions among undomesticated animals, according to a report.

Soliman pleaded no contest to every charge she faces: three counts of child neglect and one count of criminal mischief, Assistant State Attorney Michael Linn said.

He added that Soliman entered the plea without a negotiated agreement and without and promises on behalf of the state as to a possible sentence.

Animal control officers recovered a bird, a pit bull, the potbellied pig and eight cats in the house on Southwest Birkey Avenue, according to the report.

Police reported files buzzed amid piles of animal feces, dirty clothes and overturned cat litter boxes on the screened patio.
