Both a dog owner and the man who shot the animal after it strayed have been cited by Middlesex police in the incident.
The dog was shot and killed Dec. 28 by a neighbor after it escaped from its yard in the 200 block of North Middlesex Road in Middlesex Township about 10 a.m., according to police.
Betty McNew said Penny, her black-and-white part Jack Russell dog, got out through a gate and crossed the road, eventually making it to Tom Thumma's property and another neighbor's property.
She went outside and while she was calling the 9-month-old dog back to her yard, she observed Penny stumble "after hearing gunshots," police say.
