Dogs abandoned, one found dead

Putnam Sheriff's Deputy Cpl. Bill Hunter, an animal control officer, recently cited Stephen Thomas Halbert, 28, of N. Dixie Ave., Cookeville, to court on a charge of cruelty.

The case began Nov. 30 when a witness phoned the officer and told him she had seen a dog on E. Davis Road that "looked as if it was almost starved to death," the report says.

She tried to catch the dog, but was unable to do so and she then followed the dog to an E. Davis Road residence, where she found another dog that was chained by a dog house and that was dead. She called Deputy Hunter, who went to investigate.

"The dog had apparently died from lack of food or lack of care because it was very thin," Deputy Hunter said.

He took photos and also notified Cookeville Police Animal Control Officer Danny Lindsey since the residence is inside the city limits.

Deputy Hunter could find no one at the residence. He and other officers checked two more times in the next couple of days trying to find the dog's owner, but were unable to do so. A neighbor told the deputy no one had been living there for two weeks.

On Dec. 5, Deputy Hunter located Stephen T. Halbert at a Carr Ave. residence, and Halbert admitted the dead dog belonged to him, the report says.

Halbert will appear in General Sessions Court on Jan. 7.
