The RSPCA is investigating what it says is the worst case of animal cruelty it has seen on the Darling Downs, west of Brisbane.

Three kittens were found disembowelled and with their throats cut in a park in Toowoomba on Saturday.

RSPCA inspector Steve Barrand says the investigation is progressing slowly and the group is appealing for anyone with information to come forward.

"This would be the worst incident we've probably had in the Darling Downs region," he said.

"The people who turned up to play netball on the weekend, there's a whole aspect of people who are affected through the community through this cruelty act."
