A man is under arrest after detectives say that they found two dogs that were in his care near death.

Detectives from the Broward Sheriff's Office Abuse and Neglect Unit said that an anonymous tip led them to the home of Allen Cleare, 58, on Tuesday.

At the house near West Hollywood, detectives said that they found an emaciated, tick- and flea- infested Rottweiler tied to a tree in the front yard, and an extremely malnourished, parasite-infected mixed-breed dog tied to a tree in the backyard.

Detectives said that neither of the dogs had any food or water.

Both animals were taken to the Coral Springs Animal Hospital for treatment. According to the facility's veterinarians, one dog was so infested with fleas and ticks that it required a blood transfusion.

On Wednesday, January 29, 2003, detectives interviewed Cleare, and he was subsequently charged with four counts of animal cruelty. Cleare was released on bond.
