Hillsborough County Deputy on patrol on Friday morning witnessed a man grabbing a puppy off the pavement and kicking the dog.

A 6-month old puppy later identified as Chu-Cho was abused by Pedro Rodriquez along Parsons Avenue in Brandon, according to the arrest affidavit. Rodriquez claimed the dog was his and he said as long he is the dog's owner he could do whatever he wanted to it.

The Black Labrador mix is young, happy and friendly according to Hillsborough County Animal Services Marty Ryan. They will petition for custody if Rodriquez refuses to give up his rights to Chu-Cho.

Rodriquez is in jail on animal cruelty charges.
