Salem police say detectives serving a search warrant involving a child pornography investigation found two adults and four children living in unfit conditions.

Lt. Jim Anglemier says investigators today found two dozen poodles running loose or in cages, some near death. Eight puppies were found dead in a freezer.

Anglemier says trash was strewn throughout the place and dog feces were caked on the floor, beds and clothes. The odor was so strong, that some detectives needed to wear breathing respirators.

Kevin Lee Deal and his wife, Sarah Deal, were charged with animal neglect and criminal mistreatment. Their two children and two other children who live there were taken into protective custody.

Anglemier says the child pornography investigation is continuing.


Case Updates

A judge sentenced a Salem couple in connection with a neglect investigation involving four children and two dozen dogs. Police arrested Sarah and Kevin Deal in November after serving a search warrant at their home as part of a child pornography investigation.

Once inside, officers said they discovered the family and 24 poodles living in squalor. Detectives also said there were eight dead puppies in a freezer.

Monday, a judge sentenced Sarah Deal to five years probation. Kevin Deal received two days in jail with credit for time served.

He still could face additional sentencing on criminal mistreatment charges once the child pornography case comes to a conclusion.

A northeast Salem couple have pleaded guilty to charges of child and animal neglect in connection with a November incident in which police found filthy living conditions and 24 poodles in their home.

Kevin and Sarah Deal were arrested Nov. 15 after Salem police searched their home in the 4300 block of Vernon Loop NE in connection with a child-pornography investigation. Charges of encouraging child sex abuse against Kevin Deal still are pending and were not part of the plea agreement.

During the search, officers found filthy living conditions, as well as 24 poodles and the bodies of eight dead poodle puppies in a freezer. Four children living at the home - the Deals' two teen children and two others - were taken into state protective custody.

Audra L. Kelley of Vancouver, Wash., the mother of the two other children, also was arrested on charges connected to the incident.

Kelley, 33, pleaded guilty Jan. 24 to two counts of first-degree criminal mistreatment and was given probation, court records show.

On Thursday, the Deals each pleaded guilty to four counts of first-degree criminal mistreatment during a hearing before Presiding Judge Paul Lipscomb, said Marion County Deputy District Attorney Sarah Morris. In addition, Sarah Deal, 40, pleaded guilty to two counts of first-degree animal abuse and two counts of animal neglect. Kevin Deal, 46, also pleaded guilty to two counts of animal neglect. Sentencing is set for June 9. Under Oregon law, first-degree criminal mistreatment is a Class C felony.

Kevin Deal still faces 15 counts of encouraging child sex abuse. Deputy District Attorney Jodie Bureta is prosecuting that case separately. A two-day trial is set to begin Aug. 20.

A northeast Salem man accused of child and animal neglect charges faces 15 new charges involving child pornography.

Kevin Lee Deal, 45, was arraigned on 15 counts of encouraging child sex abuse Friday in front of Circuit Judge Lynn Ashcroft.

On Nov. 15, Salem police detectives investigating a child pornography case served a search warrant at Deal's home in the 4300 block of Vernon Loop NE.

Inside, detectives found filthy living conditions. They seized 24 poodles from the home.

Deal and his wife, Sarah Marie Deal, 40, also each face four criminal mistreatment charges, six first-degree charges of animal abuse and six second-degree charges of animal neglect.

Both are out of custody.

The Deals' two children and two other girls who stayed at the home were taken into state protective custody, officials said.

Since Kevin Deal's arrest, he has been placed on administrative leave without pay from his state job at the Oregon Office of Private Health Partnerships, said administrator Howard "Rocky" King.

The agency administers programs to provide health insurance to individuals and businesses. Kevin Deal's status as an eligibility worker depends on the outcome of the criminal case, King said.

In court Friday, Ashcroft stipulated that Kevin Deal not have any computers or pornography in his possession while following his release agreement.

The poodles were treated at Willamette Humane Society for parasites and other ailments and since have been adopted into new homes.

A northeast Salem man and woman facing child and animal neglect charges appeared in court on new charges Monday. Kevin L. Deal and Sarah M. Deal were arraigned Monday on six counts each of first-degree animal abuse in Marion County Circuit Court.

The Deals also each face four counts of first-degree criminal mistreatment and six counts of second-degree animal neglect.

The Deals were arrested Nov. 15 after Salem police served a search warrant as part of a child pornography investigation. Inside, police found filthy conditions and 24 poodles. Four children were removed from the Deals' custody.

Police said the child pornography investigation continues. The Deals are set to appear in court next at 1:30 p.m. Jan. 11.

The next court appearance for Kevin Lee Deal, 45, and Sarah Marie Deal, 40, is set for 8:30 a.m. on Dec. 3.

Audra Lee Kelley, 33, will be arraigned at 9 a.m. Dec. 14.

A settlement conference regarding custody of the four children in the Deals' home is set for 2:30 p.m. on Dec. 17.

A Salem husband and wife accused of criminal mistreatment and animal neglect have been arraigned in Marion County. Bail was set at $45,000 apiece.

Salem police entered the home of Kevin and Sarah Deal last week as part of a child pornography investigation.

They discovered 25 poodles on the premises, and eight more dead in a freezer. Investigators say trash and feces covered the house and the odor was almost unbearable.

Four children living in the house were taken into protective custody, and the Willamette Humane Society took the dogs.

The humane society has received a large number of calls from people interested in either adopting one of the poodles or donating to help support the dogs.

One puppy that was barely alive had to be euthanized.
