Bexar County deputies arrested a South Side woman for the part they say she played in abusing two dogs.

The woman, 45-year-old Debbie Martinez, is charged with cruelty to animals after investigators found two starved and dehydrated dogs chained behind a house on Frio City Road.

Martinez owns the property where the dogs were found without food and water. She claims the dogs belong to a man named Martin Cevallos, who sometimes lives at the house. Martinez is due in court next week.
