Farmed animal neglect - dozens seized

Authorities have filed 16 misdemeanor counts of animal cruelty against a man here, after reporting they found dozens of neglected horses, dogs, pigs and other animals on his property last month.

The case met criteria for felony charges, but because of defendant Herbert Carter's age and health, none were filed, according to a prosecutor's affidavit in Ravalli County Justice Court. Carter is in his 80s.

Prosecutors say they want to prevent him from again owning or caring for animals. Authorities say it is possible he will be required to pay for veterinary services needed by the animals found on his property.

Sheriff's deputies, responding to information from Carter's neighbors, checked Carter's property on Aug. 14. Most of the animals they found were horses in varying degrees of neglect.

According to the affidavit, some had open and untreated wounds and many were thin. The deputies reported a horse carcass and several horse bones were on the property.

Based on a veterinarian's advice, the horses were taken to the Ravalli County Fairgrounds and placed under care of the Bitter Root Humane Association. A day later, pigs, chickens, turkeys, dogs and other animals still on the Carter property were taken to an animal shelter.
