Police were called to A Street on Tuesday morning after receiving a report of possible animal cruelty, according to the Staunton Police Department.
Police found two Husky-type dogs in an unsheltered kennel, four feet by six feet, sharing space on straw. Police said the muddy kennel had numerous piles of feces and a lone food dish was overflowing with rainwater.
Nancy Talley, 37, was issued a misdemeanor summons for not having dog tags. The dogs, police said, were recently purchased.
The case remains open.
