A routine sweep and neighborhood patrol Wednesday through Hillsborough County Animal Services netted two arrests and 53 citations, animal services spokeswoman Marti Ryan said.
Two Tampa residents each face three felony counts of animal cruelty and three misdemeanor counts of confinement of animals without food and water. Lovell Mandrel Grant remained in Orient Road Jail with bail set at $7,500 bail. Stephanie Marie Montesi faced an additional probation violation charge, and she remained in Orient Road Jail without bail set.
"The pair was arrested for improper confinement and cruelty to their dogs, which included an adult brown brindle pit mix, a tiny fawn colored emaciated pit mix puppy, and an emaciated adult male pit mix named Roscoe," Ryan wrote in an e-mail. "Roscoe is so emaciated his eyes are sunken in his head. It's a difficult sight. Don't ask me for pictures, I don't think people want to see this."
