After receiving complaints from several drivers reporting emaciated horses in the back of an open horse trailer, New York State Police arrested a Missouri man and charged him with animal cruelty.

At about 11:30 a.m. Sunday morning, troopers stopped Mark G. Singer, 42, of Greenyard Drive, Ballwin, Mo., who was towing an open horse trailer containing two horses eastbound on the New York State Thruway. Investigation into the incident resulted in his arrest for failing to provide veterinary assistance to the two animals, and for transporting them in a cruel manner in an open trailer with no solid side walls or shelter.

Singer also failed to obtain a certificate of health before transporting the two horses across state lines from Missouri to his destination of Massachusetts. He also failed to posses a negative certificate of equine infectious anemia for both animals before crossing state highways.

He was arraigned in the Schuyler Town Court and committed to the Herkimer County Correctional Facility in lieu of $2,000 cash or $4,000 bond.

Both horses were rescued by Horse Feather Farms PMU Foal and Horse Rescue of Canastota and are currently receiving veterinary care.
