John Payne, 34, of East Alton is scheduled to appear in a Madison County Court on July 12 on charges of violation of owner's duties and cruelty to animals after his 2-year-old red Pit Bull, Chico, was impounded because of neglect. Chico was taken from Payne's house May 8 and taken to the Metro East Humane Society in Edwardsville after neighbors reported the dog was neglected.
