San Antonio, TX (US)

Alleged: Robert Marshall Monk

A North Side man is out of jail Tuesday morning after posting a $2500 bond for a charge of animal cruelty and neglect.

Police arrested Robert Marshall Monk on Aug 13 evening after his dog died on his uncovered apartment balcony locked in a plastic kennel without food or water in the blazing summer heat.

San Antonio Police called the scene terrible. An apartment manager says it's happened before.

Officers were called to the 1400 block of N.E. Loop 410, where an apartment complex manager told police she found a dog in dire condition.

The woman said maintenance workers heard the animal crying. After trying to reach Monk on the phone and in person, the manager said they went in the apartment to help the dog on the balcony. The dog was lying in urine and feces.

Police called Animal Control Services to come get the animal, but it died before the agency arrived.

21-year-old Monk was arrested when he returned to his apartment. Investigators say Animal Control Services had warned the man before about leaving his dog in cruel conditions.
