A Saint Mary parish resident is being held without bond on animal-cruelty charges. 26-year-old Theresa Kinchen of Franklin is facing eight counts of simple and aggravated cruelty to animals.

Police say they discovered a litter of kittens at Kinchen's Josephine Street home that were so malnourished they had to be put to sleep Tuesday.
