A 29-year-old Plymouth man was charged Thursday with animal mistreatment for allegedly leaving a 7-month-old puppy caged in an abandoned house for a week or more, according to a criminal complaint.

Clifford J. Anzia, of 1102 Eastern Ave., faces up to nine months in jail and $10,000 in fines if convicted of the misdemeanor offense.

According to the complaint:

A Sheboygan County Sheriff's Department deputy was called to a home at 517 Clark St. Tuesday after a neighbor reported a dog had been barking at the home for days but no one appeared to live there.

In the home, the deputy found the puppy locked in a cage with two soiled blankets and empty containers that apparently once contained food and water. Due to the other items in the cage, the puppy had a 1-foot-by-2-foot area to move around.

The puppy was dehydrated, had protruding hips, ribs and shoulders, and struggled to stand when the deputy walked in.

The deputy noted that the home, which smelled strongly of urine and feces, had almost no furniture, and closets and the refrigerator were empty as well. A half-full bag of dog food was left about 20 feet from the cage.

Anzia, the most recent tenant at the home, said he had been caring for the dog for about two months, but admitted he hadn't been to the home to check on it for a week or more. He said he had asked his brother to check on the dog, but the brother told police he hadn't visited the home in at least a week.
