Gaffney Animal Control Officer Dwayne Fowler cited Alicia Lopez of 112 Northway Grove Road, Gaffney, with ill treatment of an animal.

The landlord contacted Fowler in May 2007 after Lopez moved out on April 28 and left a dog tied to a shed, a report at the Gaffney Police Department states. When Fowler arrived at the home at 102 Corry St., he said the dog was tangled in its chain and had only about a foot of space to move. The dog had no water or shelter, and was approximately 20 feet from its shelter.

Fowler discovered Lopez was caring for the dog while the owner, a member of Lopez's family, was out of town. When the owner returned and discovered the dog was missing, the owner went to the animal shelter and led Fowler to Lopez.
