Gaffney Animal Control Officer Dwayne Fowler has charged Jermarcus Tyrone Kirby of 612 Kendrick St., Gaffney, with 1st-degree ill treatment of animals. Kirby was arrested on May 9.

According to the warrant for his arrest, Kirby intentionally mistreated five dogs by failing to provide water, food or shelter for the animals.

Fowler said the dogs were being kept at Kirby's mother's residence at 509 Kelly St., Gaffney. A neighbor found one of the dogs hanging by a chain off the side of the porch on the home and contacted animal control after helping the dog, the officer said. All five dogs are being housed at the Cherokee County Consolidated Animal Shelter until the case is heard.
