2.4 Noninterference wilh APHIS offidals. applicant shall not threaten, abuse (including verbal abuse), or harass any APHIS official in the process of carrying out his or her duties.

-An inspection ----- --------- transport vehiicle was at the --------- --- SW Auction in Wheaton, MO on December 3. 2004. After I identified myself to ----- -------- and presented official ID. ----- ------- became immediately argumentive and verbally abusive. I attempted to inspect the transport vehicle and animals in the transport vehicle ----- ------- ------ -------- attempting to discuss this inspection and verbally interfered wilh my ability to do an inspection. ----- -------- responded to my suggestion that a crate may be too small with anger and arguments. ----- ------- made a verbal threat by stating "If you write me up I will......" I interupted this statement and asked him if he was threatening me. He angrily replied 'No', but it was not possible to complete an inspection because of ----- --------'s anger and verbal abuse.

-The licensee in in commerce 8 animals from Iowa to Missouri. The animals were sold at SW Auction in Wheaton, Mo.
