Police and animal control officers want to find whoever tortured a dog to death in East Oakland.

Allan Marks told Kafton he found the dead animal near International Boulevard and 73rd Street nearly a week ago.

"I was looking at it and it was tied up, and it reminded me of Auschwitz, from a German concentration camp, like 40, 50, 60 years ago. It was horrible," Marks said.

Wednesday animal control officers are following up on the investigation.

Sgt. David Cronin said they found the dog with a T-shirt over its head. Cronin said the dog was also hog tied with a rope tightly binding its legs and neck.

"I think the dog was dragged up here on the towel and so they didn't have to pick it up, " Cronin said.

Investigators say the dog didn't have any tags or a microchips to identify him and was likely a stray.

The dog's necropsy showed it had been dead for at least a month.

Because of the way the dog was killed, investigators believe the attack must have taken a long time and made a lot of noise, so they're hoping anyone who may have heard anything unusual will come forward.

"We are really hoping that someone will make a phone call and say hey, 'This is someone you might want to go look at,'" Cronin said.

The East Bay SPCA is offering the $5,000 reward hoping that if someone's conscience isn't enough to get them to come forward, maybe the money will.

The reward for information leading to the arrest of the person who tortured and killed a dog in East Oakland earlier this week has grown to $9,500.

San Rafael-based In Defense of Animals announced it is offering a $2,500 reward for information leading to the arrest and conviction of the person or persons responsible for torturing and killing a dog whose remains were found Tuesday in a vacant lot at 74th and Bancroft avenues.

The East Bay SPCA has offered a $5,000 reward for information, while Voices for Pets of Walnut Creek has promised $2,000.

According to In Defense of Animals, the dog was discovered with a shirt tied around his head and his legs bound with rope. The breed of dog was not available.

This is the second time in less than a month authorities have investigated animal cruelty in Oakland. Police are still looking for the person or person who shot and killed 15 goats in the Oakland hills on May 22.
