Frank Burkett, 2942 Wayne Road in Chambersburg, pleaded guilty to more than 30 misdemeanor citations including abandoning six chow-mix puppies, said Georgia Martin, state dog law enforcement officer.

Martin initially received a call Feb. 7 from a local resident who saw the dogs in the Mont Alto area. It took Martin, Cumberland Valley Animal Shelter officials and residents three days to get all the puppies. They were found in 6 inches of snow without food or water.

The dogs, which were between 7 and 8 months old, were taken to the shelter. They were held there until early March, when Martin and Carol Dague, an officer at the shelter, filed the citations.

Burkett faced:

- Seven citations of cruelty to animals;
- One citation for making a false statement;
- Six citations for abandoning or attempting to abandon;
- Six citations for failing to confine each dog to the premises;
- Eight citations for failing to obtain licenses for the six puppies and two other chows at the Wayne Road home; and
- Eight citations of failing to properly vaccinate all eight dogs against rabies.

In filing the citations, Martin sought $1,080 for restitution to the shelter for care of the puppies, which was granted, she said.


Case Updates

Frank Burkett, 2942 Wayne Road, pleaded guilty to more than 30 misdemeanor citations.

He will pay about $4,600 in fines, restitution and court costs. Burkett could have faced more than $13,000 in fines, plus court costs.

The Shelter sought $1,080 for restitution for care of the puppies, which was granted.
