A South Valley man is facing felony charges after investigators say he beat a dog so severely it had to be euthanized.

Witnesses reported 44 year old Cecil Williams was walking near Divisadero and Houston in Visalia and carrying a small dog.

Visalia police say the witnesses then saw Williams choke the dog, throw it onto the street and kick it.

Police and the SPCA were called.

When the dog had to be put down, police arrested Williams on a felony "cruelty to animals" charge.

Police are still looking for the dog's owner.
