Three renters evicted from a home along the 100 Block of Elliot Street left behind at least 20 cats. The SPCA says they will be facing animal cruelty charges.

The owner of the home at 101 Elliot Street evicted the tenants, because the house was condemned. When he went inside the apartment, he noticed the apartment in disrepair, with at least 20 kittens and cats walking around the apartment. Our reporter, who was allowed inside the apartment with the landlord, says she saw some cats who looked badly hurt.

The Central New York SPCA is at the scene, removing the cats from the apartment. Neighbors say they called the SPCA several times with concerns about the home. NewsChannel 9 called the SPCA Tuesday morning. The SPCA has not said why they did not respond earlier.

They were leaving the home around 1:30 Tuesday afternoon.


Case Updates

Three people are facing animal cruelty charges after the discovery of nearly 20 cats and two dogs found abandoned in an Elliott Street house, an SPCA investigator said.

The owner of the property called for police after discovering the abandoned animals, Lt. Joe Cecile said. Police then called the SPCA, he said.

Inside the home were 17 live cats, one dead cat and two dogs, SPCA Investigator Betsy Puffer said. The tenants had been evicted two days ago and left the animals behind, Puffer said.

Ralph Rogers, 63, Noranne L. Dowding, 53, and Richard E. Downing, 66, who are staying at a local motel, have been charged with improper confinement, failure to provide medical care and abandonment, Puffer said.

The animals were all taken to the SPCA, where a veterinarian is examining the animals, Puffer said.

The cats are suffering upper respiratory infections and ear mites, Puffer said. One dog, a Chihuahua mix, was missing an eye, Puffer said. The other dog is a pit bull mix, she said.
