A Forest Grove man is accused of animal abuse and neglect after several people said they watched him drag a 7-week-old puppy along the sidewalk after he was refused entrance on a TriMet bus Monday afternoon.

Casey Yarbrough, 19, of Forest Grove was arrested at the scene and lodged at the Washington County Jail on charges of second-degree animal neglect and second-degree animal abuse.

Forest Grove Police Department Capt. Aaron Ashbaugh said the puppy has been placed in the custody of the Bonnie L. Hays Small Animal Shelter in Hillsboro pending resolution of the charges.

Responding officers found evidence supporting witness allegations Yarbrough wouldn't allow a passerby to provide the dog with some water in the hot, sunny weather. The puppy appeared to be injured, as well, Ashbaugh said. Witnesses reported that Yarbrough yanked the dog on its leash from the bus and then dragged it along the sidewalk as it yipped in pain.

Investigating officers said he initially denied it was a dog, Ashbaugh said.

"The Forest Grove Police Department truly appreciates the numerous citizens who witnessed Mr. Yarbrough's action and made reports to the police department," Ashbaugh said. "Without swift intervention and action, the puppy most likely would have suffered worse injuries and neglect."


Case Updates

According to court records, Casey Yarbrough pled guilty to one misemeanor count of criminal trespassing, one felony count of theft, and one misdemeanor count of animal neglect on July 30, 2007. Sentencing information is not currently available.

According to court records, Casey Yarbrough failed to appear in court and a warrant has been issued for his arrest.

Yarbrough was arrested in May for allegedly dragging an injured 7-week-old puppy down the street by its leash.

Yarbrough was due in court on July 9 for a pre-trial conference, but he failed to appear.
