At a house on Eighth Street in Decatur, a dog paces the porch. His owners aren't home.

Kenneth Roycroft and his wife Judy live across the street.

"[I] Never see anyone. Never see anything other than the dog," Kenneth Roycroft says.

He says the people who live in the house moved there about eight months ago. He says they leave the dog chained without feeding it.

Roycroft tells us a woman who lives in Decatur comes by every day to feed the bulldog mix. On Monday, though, Roycroft says she saw something troubling.

"The dog's mouth was wired shut, had wire around it and she got somebody to help her cut those wires out and pull them out and she says the dog is just now getting to where it can eat."

Roycroft can't see to the dog because he isn't physically able. He says he tried contacting Animal Services but couldn't find a phone number. He wants someone in the city to take action now.

"The dog needs to be taken away from them," Roycroft says.

And until that happens, this pooch will apparently have to rely on the kindess of someone other than his owners.

Decatur Police tell us no one has contacted them about the dog.
