Brian Ramon Rogers, 26, was charged Friday with two felony counts and one misdemeanor count. His address on the warrant was given as 82nd Airborne Replacement Detachment at Fort Bragg.
On April 30, Cumberland County Animal Control officers went to his house on the 5400 block of Wichita Drive where they found three pit bulls, warrants say.
One was inside a pet crate and had not been given necessary food, water or veterinary care, according to warrants.
Animal Control took custody of the dog but it died within 40 minutes, warrants say.
The second dog was found locked inside a boiler room without food or water or veterinary care, warrants say.
The room had minimal air circulation and with the temperature outside at 88 degrees, the dog was at risk of a heat-related injury, warrants say.
