In August 1999, Lucas County sheriff's deputies reportedly ended a multi-year surveillance of suspected dogfighter Otha Jones Jr., 30, by busting Jones for cultivating marijuana that they spotted from a helicopter.

Already serving a four-year sentence for felonious assault, on July 21, 2000, Jones drew another four years and six months on the marijuana charge, illegally possessing a firearm and dog-fighting.
