The Dutchess County SPCA Humane Law Enforcement Department and the State Police have rescued an adult, mix-breed dog from Mt. Ross Road and SR 199 in Pine Plains last week.

The SPCA was called in when State Police discovered the dog "Floyd" in an abandoned lot. The dog was transported to a veterinary hospital for evaluation and found to be severely underweight. The dog was then transported to the Dutchess SPCA for continued care.

Authorities investigated and arrested the dog's owner, Ian Harper, 24, of Pine Plains, and charged him with animal cruelty and dog control violation.
