Animal control officers cited Greg Anderson, 24, in reference to an investigation in early March, when a dog had been found tied up in the basement of 214 1/2 Fifth St. NW in Cedar Rapids.

The dog had apparently starved to death.

As the result of their investigation, animal control officers charged Anderson with one count of animal abuse.
