Ellen Carson, of 246 Virgin Run Road, Vanderbilt, entered guilty pleas Monday before District Justice Michael Rubish, of Perryopolis, to four animal cruelty citations alleging the mistreatment of 33 mixed-breed dogs, seven mixed-breed cats and one female raccoon. Rubish levied the maximum fines allowable, totaling $1,200 plus court costs. Carson was arrested for not properly caring for 41 animals rescued earlier March 2003 on her Perry Township property.

The citations, which were filed by Robin Moore, a certified humane officer and executive director of Noah's Ark animal shelter, alleged the animals were living in deplorable conditions on Carson's property.

"There were no water or food bowls seen anywhere on the property, and the animals had either improper or no shelter," Moore said. "We also found dead animals, and it was clear there had been no veterinary care."
