A Taft man will faces animal cruelty charges in connection with what Kern County Sheriff's deputies are calling a puppy mill.
Deputies were called to 519 Pierce Street last week by neighbors complaining about dogs being mistreated.
They found six male toy poodles in a small kennel in the rear yard and later found four female poodles in a feces-filled room in the house, Sheriff's Sgt. Martin Downs said.
The dogs showed evidence of skin diseases linked to their living conditions.
The owner, Harry Thomas Pennock, 62, was cited for animal cruelty, according to a news release from the Sheriff's office.
Animal Control officers were called and took the 10 poodles and a mixed-breed dog chained outside the kennel.
Animal Control Division Chief Denise Haynes said the owner agreed to voluntarily surrender the dogs.
