Twenty-one neglected dogs, many of them newborns, and 75 marijuana plants were discovered in a rundown house in suburban Rockland County, police said.

Another dog, a pit bull, was found dead inside a bag in the basement.

Shamar Simmons, 34, was arrested on Feb 28 and charged with several felony drug counts. He is accused of growing the marijuana for distribution and raising pit bulls for sale.

Charges of animal cruelty against Simmons were pending, police said.

"Based on the volume of plants, it is our opinion it was a business," Detective Lt. Charles Delo told the Journal News in Friday editions.

He said the neglected dogs included 20 pit bulls and a Rottweiler.

Nine of them were newborn, said Clarkstown Animal Control Warden Pat Coleman. "Their eyes were still closed."

The puppies were being treated for various ailments caused by neglect. "It's very frightening, the conditions," Coleman said.

Police also recovered a loaded .38- caliber handgun, which they said was reported stolen several years ago in Rockland. A small amount of cocaine and drug paraphernalia, including two scales and four hypodermic needles, also were found, they said.

"There were like 75 plants hanging up all over the garage," Delo said. More plants were found in the attic.

Simmons rented the house across from an old bungalow colony. Delo said heavy electrical lines ran to the garage to power growing lamps.

Simmons was charged with second-degree criminal possession of a loaded weapon, criminal possession of a narcotic drug and first-degree criminal possession of marijuana, all felonies, and second-degree criminal use of drug paraphernalia and possession of a hypodermic instrument, both misdemeanors.

He was being held in the Rockland County jail on $50,000 bail.
