An Algiers man was booked with cruelty to animals after authorities found two dead horses and five others that were emaciated.

New Orleans police arrested Dave Williams, of Willow Drive on Feb 24 and booked him with two counts of aggravated cruelty to animals and five counts of simple cruelty, the Louisiana SPCA announced on Feb 25.

Williams apparently boarded horses on his property and had 32 animals on site, when authorities visited the site. Most did not have access to water, food, or hay, the SPCA said. In addition, most of horses living in barns were in filthy stalls.

The site also housed 14 mules owned by Rolling Twenties Carriage Rides, four goats and five dogs. Rolling Twenties, whose mules were in good condition, is arranging to move its animals to another location, the SPCA said.
