Two northeast Salem residents were arrested on suspicion of animal neglect when police found seven cats and two dogs in poor health Feb 17 night, Salem police said.
"There were animal feces everywhere," said Salem Police Lt. Chuck Bennett.
Police arrested Kathy Lewis, 54, and her son, Michael Lewis, 29, and charged them with second-degree animal neglect.
Police said the manufactured home at 4849 San Francisco Drive NE had long-term accumulation of feces, urine and other filth.
"We had to close the house down for health reasons," Bennett said.
The two dogs were taken to the Marion County dog control facility, and the cats were released to the care of a relative, Bennett said.
