Dog beaten, shot to death

On Sept 17, 2006, Officer Ben Duenas of the Kitspap County Humane Society arrived at subject's residence and spoke with KCSO Deputy MEYER #64. Meyer advised Duenas that the complainant, Kim CAMPBELL, had a dead puppy in her backyard that her bofriend killed with a shotgun. Deputy Meyer stated that the subject's name is Todd Bevier, and that he was currently gone from the residence. The Deputy said that he would stay just in case the subject returned, and Deputy MENGE who was also at the residence left the area.

Deputy MEYER took me to the subject's front yard, and pointed out where the puppy had killed and eaten one of the chickens. He then took Duenas to through the garage to the backyard where Duenas observed what looked to be a deceased Lab mix, and 3 spent shotgun shells near the carcass. Duenas walked up to the dead dog and observed that it's head was severely mangled. Deputy MEYERS stated that the complainant, Kimberly CAMPBELL, told him that her boyfriend, BEVIER, shot it 3 times with a shotgun, after he threw it on the ground and tried to break it's back. Duenas took several photos of the area for the file, and proceeded back to the front of the house to make contact with the complainant.

I went up to the residence and spoke with Kim CAMPBELL. She asked if Duenas would take the other puppy, named LUCY, from the home because she was afraid of what might happen to it. Duenas asked CAMPBELL what happened, and she stated that her boyfriend, BEVIER, said that if the puppies kill any more chickens that they were going to get shot. CAMPBELL stated that they obtained the 2 puppies, LUCY and BRIDGET, from a man giving them away at Fred Meyer. She said that the puppies did chase and kill a chicken previously, and again today, which prompted the incident. CAMBPELL said that BEVIER was very angry when he found out, and took BRIDGET to the backyard where she saw him beating it with a stick. CAMPBELL yelled at BEVIER to "knock it off" because the puppy was "screaming and whining", at which time CAMPBELL observed BEVIER pick up the dog by the neck, and threw it down against some rocks near the retaining wall.

CAMPBELL stated that she was extremely distressed and ran to the animal. She said she picked it up, and brought it inside the house where she tried to help it. The complainant said that she knew the puppy was hurt severely because when she picked BRIDGET up the animal arched it's back and lost control of all her bodily functions. CAMPBELL said that the puppy had her legs locked straight out and it's eyes were rolled back in it's head. She stated that the dog looked like it was in a lot of pain, and knew that it was going to die. She stated that she was extremely upset, and yelled at BEVIER to "finish the dog off", because it was suffering. She said that was when BEVIER took BRIDGET back outside and shot her 3 times with his shotgun.

Duenas asked CAMPBELL why they did not try to call the Humane Society to surrender the animals before things got this far, and she stated that they had not thought of it at the time. She stated that BEVIER told her that when dogs killed livestock they were put down. Officer Duenas told her there were better ways to do it than by beating the puppy with a stick, then throwing it against rocks to break it's back before finally shooting it in the head with a shotgun. CAMPBELL agreed, and stated that she wished they had done it another way.

Duenas asked if Jake or Todd would be willing to speak with him regarding the incident, and she stated that it would be a waste of time. She said that BEVIER would probably get into trouble for being at her house because of a no contact order. Officer Duenas asked how often he was at the residence, and she reluctantly admitted that BEVIER was at her home 2-3 nights a week, and that his son lived there as well because he does not like to stay with his mother.

Duenas had the complainant fill out a statement regarding the event, and she signed over the living puppy to the Humane Society for adoption. Duenas also impounded the deceased puppy and chicken as well and advised CAMPBELL that the case would be sent to the Prosecutor for review. She stated that she understood and wished things had gone differently. The complaint will be forwarded to the Prosecutor's office for possible charges of Animal Cruelty.


Case Updates

Subject pled guilty to a protection order violation for a previous domestic violence conviction, and for Animal Cruelty in the 1st degree (C-Felony).

Defendant sentenced to 24 months in jail for the domestic violence count, as well as 365 days for the cruelty charge. The subject will have to serve between 9-18 months community custody, and also have to pay $1300 in fines.
