Defendant/Suspect: Todd Franken

District Court records show Franken was found guilty in November 2006 of animal cruelty charges and ordered not to own animals during probation. His probation was still in effect in December when several more farm animals were found starving.

All of the animals were owned illegally because of a previous case against Mr. Franken.

Because of previous charges of cruelty on the goats, Mr. Franken was forbidden from owning animals for two years.

Those charges came about after officers went to the farm in October to cite Mr. Franken for letting livestock run loose, after several of Mr. Franken's horses were seen running on a local road. The abuse to the goats was noticed at that time; several goats had damage to their hoof areas.
