Police charged a Lakehurst man with animal cruelty on Dec 29 after a neighbor said he saw him break a rake over a puppy's back, authorities said.
The neighbor told Patrolman Tom Bruce that he witnessed Jason R. Frayne, 31, of Pinehurst Estates, strike the puppy and break the rake after he found the dog eating holiday wrapping paper from a trash can, police said.
When Bruce questioned Frayne, he admitted hitting the dog, so Bruce took him to headquarters and released him on a summons pending a court date, police said.
Manchester Animal Control took the dog, a 3-month-old pit bull, to Ocean County Veterinary Hospital for treatment of a possible fractured leg, police said.
Case UpdatesAn Ocean County grand jury has charged a 32-year-old Lakehurst man with animal cruelty in connection with an assault on a puppy last year.
The grand jury handed up an indictment charging Jason R. Frayne with animal cruelty.
The indictment alleged that Frayne, on or about Dec. 29, did "torment, torture, maim, hang, poison, unnecessarily or cruelly beat, or needlessly mutilate a living animal."
Police have alleged that Frayne struck his 3-month-old puppy so hard with a rake that the implement broke.
A witness told police that Frayne struck the dog with the rake because it was eating Christmas wrapping paper from a garbage can, police said.
Animal control officers said the puppy's leg appeared to be broken.
Animal control officers seized the puppy and brought it to the Ocean County Animal Shelter in Lakewood. They said they would not be returning the dog to its owner.
Police said Frayne was in the Navy and lived in off-base military housing in Pinehurst Estates in Lakehurst.
