A Dyer woman has been charged with animal cruelty for leaving five dogs in a pen without food and water when she moved to a different residence, according to police.

Tammy Barron was arrested Dec 20 on the charge, Dyer Police Sgt. Rodney Wilkins said. She is out of jail on a $250 bond, according to records at the Gibson County Correctional Complex.

Barron is slated to appear at 9 a.m. Jan. 9 in Gibson County General Sessions Court. Neighbors complained to police on Dec 18 about the smell at 199 E. South St. They told police Barron had moved 10 days before to a different address in town, leaving the dogs behind, Wilkins said.

Barron had five dogs in a 10 feet by 10 feet kennel, Wilkins added. A third of the kennel was covered in feces, urine and mud, he said.

"It was almost up to their chest as far as what they were standing in," Wilkins said. "She claims she watered and fed them every day. I couldn't tell that from looking. There was no water for them to drink when I was up there."

The dogs were a mixed breed of mostly German shepherd and Labrador retriever, Dyer Animal Control Officer Jada Cruse said. Four were about a year old and one was two to three years old.

The oldest dog had to be put to sleep after it bit her several times, Cruse said. The others were taken to the Gibson County Animal Shelter.

"When I first went over there Monday, when I walked up (to the kennel), my mouth dropped open," Cruse said. "I just thought 'Oh my God,' how are we going to get them out of there ... They were mean."

The kennel was padlocked and covered with tarp so that the dogs could not see the outside, Cruse said.

"All the dogs were covered with the feces and everything on them," she added. "Hogs live better than what these dogs were living."

Cruse said Barron called her last week about two dogs she wanted to get rid of. Barron said the dogs were in a pen and that she was feeding and watering them, Cruse added.

But Cruse said she's paid by the city and can only pick up animals at the request of police. Cruse said she told Barron that Barron could take the dogs to the county animal shelter but that they would be put to sleep.

Had officials known about the five dogs and the condition they were living in when Barron called, Cruse said they would have taken "immediate action" to remove the animals.
