Theodore Small, of the first block of Bedford Drive in Edgemoor Gardens, was charged July 12 with five counts of cruel neglect, two counts of failure to inoculate for rabies, two counts of failure to license his dogs and resisting arrest.
The charges stem from an investigation conducted by animal agents from the Delaware Society for the Prevention of Cruelty to Animals. John E. Caldwell, the agency's executive director, said Small's two pit bull mixes, each nearly 9 years old, were found malnourished and living in an area with fecal matter and no food in their bowls. Caldwell said one of the dogs, Moostill, was found with flies and bees swarming around his motionless body.
The canine was found to be severely infested with maggots and had to be euthanized after it was examined by a veterinarian. The second dog, Godzilla, was also in poor condition and had to be euthanized, Caldwell said.

Theodore Small pleaded guilty at trial Dec 18 to three counts of cruel neglect and one count of resisting arrest. He was fined $3,565 -- $1,000 on each of the cruelty charges, $100 on the count of resisting arrest and $465 for the SPCA.
