An Ash Fork woman was arrested and charged with 21 counts of animal neglect after Yavapai County Sheriff's Animal Control officers found horses, dogs, cats and parrots at her house without food or water.

Animal control officers went to the home of 69-year-old Carol Anne Saunders after they received reports of barking and animal neglect from a concerned neighbor.

Officers said they found 10 horses, at least seven dogs and 10 or more cats without food or water.

The cats were locked in a shed in what officers called "filthy conditions" and the dogs were caged in a kennel.

Officers said they also found cats, dogs and parrots inside the house.

Saunders was on probation for previous charges of animal abuse and had been prohibited by court order from owning more than five dogs. She was not allowed to own any cats.

Saunders is being held on 21 counts of animal neglect, as well as probation violation, interference with a county agent and interference with judicial procedure.
