Tampa police arrested Paul Leath, 48, on Nov 29 on felony animal cruelty charges. Leath also is charged with a misdemeanor of confining animals without food or water, said Marti Ryan, animal services spokeswoman.

Leath, of 3512 Cone Court, neglected a 1-year-old female tied outside his house.

Leath was released from a Hillsborough County jail on $2,500 bail.
