Tampa police arrested Lawrence C. Williams, 33 on Nov 29 on felony animal cruelty charges. Williams is also charged with a misdemeanor of confining animals without food or water, said Marti Ryan, animal services spokeswoman.

Williams, of 1919 W. Cherry St., had a 4-year-old male pit bull chained outside without food, water or shelter, she said.

Records show that Williams was being held at Orient Road Jail on Nov 29.

Case Updates

Pilgrim's former owner, Lawrence C. Williams, is no longer facing animal cruelty charges. According to court documents, probable cause was found, but the State Attorney's Office determined that they were unable to satisfy the burden of proof "beyond a reasonable doubt", and the decision was made not to file charges.

On Thanksgiving Day, 2006, Hillsborough County Animal Services received a call regarding a dog, "all skin and bones," behind a house in Tampa. Responding officers found the emaciated dog tethered and lying motionless on the ground. The dog appeared to be dead - until the officers spotted a slight wag of his tail. Pilgrim survived the ordeal and was ultimately made available for adoption.

On November 29, Tampa police arrested Williams on felony animal cruelty charges, and a misdemeanor charge of confining animals without food or water. In January, a Letter of Release was filed by the State Attorney's Office indicating that criminal charges would not be pursued.

The staff at Hillsborough Animal Services will never forget one abuse case they worked Thanksgiving Day, 2006. A call came in telling investigators about a dog, "all skin and bones," behind a house in Tampa.

Corporal Angela Snyder responded to that call.

Snyder spotted the animal lying motionless on the ground, a pathetic sight, and at first thought the animal was dead.

Snyder moved in to take a closer look at the lifeless animal, and spotted a slight tail wag!

Now, months and many pounds later, "Pilgrim," as he was nicknamed, is on the mend and ready to go to a new home.

Shelter staff says even though Pilgrim is a Pitbull, he shows no signs of aggression to other animals and despite being nearly starved to death and abused, he likes people and doesn't seem to hold a grudge.

Pilgrim's former owner, Lawrence Williams, was arrested on Felony Animal Abuse and is awaiting trial.
