Authorities say they twice warned Tyrone Williams about the way he kept dogs on his property in east Tampa.

When they went to the home at 3309 E Caracas St. for a third time Feb 7, they arrested him.

Williams, 50, a service attendant for the city of Tampa, was held in the county jail Wednesday on multiple felony and misdemeanor charges.

Jail records show he is charged with three counts of animal cruelty and 12 counts of confining animals without food and water. He was held in lieu of $9,000 bail.

According to a Tampa police report, Williams owns 12 dogs who are "grossly underweight" and were improperly sheltered.

He received two previous warnings from the county's Animal Services Department for similar problems. Cpl. Loretta Magee of Animal Services paid another visit Tuesday afternoon, and she found a chained adult pit bull terrier whose ribs were sticking out. The dog could not reach a nearby water bucket, which was filled with green "scummy" water, according to the report.

Two adult pit bulls ran loose in the yard. They also did not have water or shelter, the report said.
