A tip led officers from the Pasadena Humane Society to three malnourished dogs at an East Pasadena auto dealership on Nov 20, resulting in the arrest of their handler on suspicion of misdemeanor animal neglect.

"So far, we have learned the dogs have been going without food for four weeks," said Lt. Nemesio Arteaga of the Pasadena Humane Society.

Humane Society officials said it was one of the worst cases of neglect they've ever seen.

Chance, an adult Rottweiler, was found extremely emaciated, with maggots in his ear and mucus coming from his eyes, Arteaga said.

The dogs were kept in a kennel at the southeast corner of the Buick dealership at Thorson Motor Center. They were provided by Crisis Canine Enforcement Services of South Pasadena.

Tom George, president of Thorson, declined to answer questions. However, according to Arteaga, employees at the dealership were unaware of the dogs' plight because the animals were in kennels during business hours.

Mark Underwood, owner of the guard dog company, said Humane Society "cowboys" over-reacted and threatened to take the three dogs away.

Two were deemed healthy and not underweight by his veterinarian, Underwood said. He had not been able to see Chance since the dog was picked up by the Humane Society.

Although the dogs' handler, Pablito Moreno, came twice daily to let the dogs in and out of their cages, Arteaga claims they were not fed.

"Right outside of the kennels, there was a barrel with a bag full of dog food," Arteaga said. "Nobody bothered to fill the bowls with food."

Undrwood said Moreno told him it had not been that long since he had fed the dogs.

"He said he hadn't fed them for a few days," Underwood said. "Now you got these dog cops that want to make a huge investigation."

A woman working with a civilian animal rescue agency notified officials, said Humane Society spokeswoman Ricky Whitman.

Upon examining Chance, Humane Society veterinarians found rocks and wood chips in the animal's feces.

Moreno, 29, was arrested on suspicion of misdemeanor animal neglect. The case was forwarded to the city prosecutor's office on Nov 22, Arteaga said.

If convicted, Moreno could face fines up to $20,000, the possibility of jail time and restitution, according to Commander John Perez of the Pasadena Police Department.

Case Updates

A malnourished guard dog rescued by the Pasadena Humane Society last week died Friday morning. Chance, an adult Rottweiler kept in a kennel at Thorson Motor Center in East Pasadena, had not been fed for as long as four weeks, according to a Humane Society investigation.

Chance was one of several guard dogs furnished to the dealership by a South Pasadena-based security company. The dog appeared to be gaining weight and showing improvement earlier this week, according to Humane Society spokeswoman Ricky Whitman.

The dog's handler was arrested on suspicion of misdemeanor animal neglect.

Chance's exact cause of death has yet to be determined, Whitman said.
