Kim Davis was charged in mid-November with 12 new misdemeanors for bail jumping and allegedly neglecting her horses and dogs. She has still not resolved a similar case from 2005. A condition of her bond from the 2005 case was that she properly care for her animals. She is out on a signature bond.

The new charges stem from several reports in September that people found Davis' horses outside their pasture. A neighbor found a "pot-bellied and bony" horse outside the fenced pasture on Sept. 24. She also found a black dog in very poor condition, and said she did not find food or water in the dog�s pen.

On Sept. 28, a sheriff�s deputy was dispatched to the area because a horse was loose on Highway G. That was the second time that day the deputy had found that mare outside the pasture. The deputy put the horse and its foal inside an outbuilding and gave the horse fresh water. The deputy also gave a new bucket of water to the dog on the property.

Later that day Jody Halladay of the humane society, a sheriff�s deputy and investigator, executed a search warrant. Halladay saw eight horses and three foals at the farm. She said there were moldy bales of hay in the pastures, which were overgrazed and no longer had palatable food for the animals. Several of the horses had no access to water. The horses were very thin, and an electric fence was not working. Halladay went back to the farm the next day and found that water had been provided for many of the animals, but food was not available.

In an interview with The Journal Times in October, Davis said she planned to sell her farm. The property is currently listed for sale with Century 21, with a price of $297,500.

Case Updates

The Caledonia woman accused of starving her horses and dog has been issued a fine, following a no-contest plea.

In 2005 and 2006, Kimberly Davis, 45, 6517 Six Mile Rd., was charged with 10 counts of failing to provide food or shelter to an animal, 12 counts of intentionally mistreating animals and three counts of bail jumping. She pleaded no contest last week to one count of failing to provide food or shelter to an animal; the remaining charges were dismissed but read into the record.

The judge issued her a $1,500 fine, plus court costs. Online court records show she owes a total of $1,993. She has been given 60 days to pay the fines, otherwise she could serve one day in jail for each $50 she owes the court.

The most recent charges followed a reports that her horses were outside their pasture and that they were "pot-bellied and bony."

When a Racine County humane officer executed a search warrant following the complaint she found eight horses and three foals at the farm. There were moldy bales of hay in the overgrazed pasture and there was no palatable food available. Several horses had no access to water and all were very thin. The next day the officer found water had been provided for many of the animals; there was still no food provided.
