Douglas County Animal Control officers rescued a chow breed of dog in Sutherlin around 11:15 a.m. on Nov 11 after receiving reports it had been abused.
The dog, which should have weighed between 50 pounds and 60 pounds, was found to be severely emaciated, weighing only 28 pounds.
Its owner, Sean MacKnight, 36, of Sutherlin, was arrested on charges of first-degree animal neglect and taken to the Douglas County Jail. He was cited and released.
Animal Control officers had received information that the dog had been tied up for a year-and-a-half at its home in Sutherlin, according to a Douglas County Sheriff's report. After the chow was released to Animal Control, it was taken to Sutherlin Veterinary Hospital, where it was described as "very thin and in grave condition," according to the report.
The dog was taken to Saving Grace Animal Shelter in Roseburg for further care.
